ConstellationX is building the ORION agent network for public safety and civic operations. The founding cohort is a small group of agencies who help shape the product, lock founding rate pricing, and move before the network effect is obvious to everyone else.
What we are offering
Founding cohort membership is not a discount program. It is an operating partnership. We are asking a small number of agencies to move with us while the network is still being built — and the three commitments below are what we give back, in writing, for the life of the relationship.

The pricing you lock in during the founding cohort is preserved as new modules, agents, and capacity tiers are added. Market rates will rise as the network matures. Yours will not.
Every founding agency is paired with a named deployment engineer for the first 18 months. They sit in on your briefings, know your data model, and are reachable by direct line — not a shared support inbox.

What we ask in return
The founding cohort is selective. It is not selective because we are being precious — it is selective because a small group of agencies who are actually committed to the work will produce a better network than a large group of agencies who are curious. Here is what commitment looks like.
A Chief, Deputy, or senior civilian executive who will personally own the deployment. Not a champion on the committee. An owner who will clear roadblocks, sign MOUs, and tell their peers what they're seeing.
One module. One workflow. One measurable outcome you want to change in the next ninety days. We don't start with platform-wide rollouts. We start where the pain is sharpest and the win is clearest.
We need to sit in on briefings, shadow dispatch, and read your SOPs. Our agents learn the shape of your operation by watching it — not by reading a procurement specification. Everything is covered under our agency NDA posture.
When a peer agency calls and asks whether it works, you tell them what you saw. The good, the rough, the things we're still fixing. The network only compounds if the signal between founding agencies is honest.
