Data Handling

How your data moves — and where it stops.

01 — Residency

AWS GovCloud. Full stop.

ORION runs entirely inside AWS GovCloud. Your agency's data — CAD records, body cam metadata, LPR feeds, RMS pulls — never leaves the GovCloud boundary. No staging environments outside, no commercial cloud fallback, no analytics pipelines routed through other regions. The boundary is the boundary.

02 — Isolation

Tenant-isolated, agency by agency.

Each agency's environment is logically and cryptographically isolated. Your data doesn't train anyone else's model. It doesn't feed a shared corpus. It doesn't surface as inference signal in another agency's command view. The agent layer reasons inside your tenant and nowhere else.

03 — Encryption

Encrypted at rest. Encrypted in transit. Always.

End-to-end encryption is the default and the only configuration. SSL validation at every connection point. Key management is federal-grade. There is no unencrypted path in or out of the ORION environment.

04 — Access

Role-based. Auditable. Revocable.

Every query, every agent action, every command view event is logged against an authenticated user. Role-based access controls map to your agency's chain of command. Full audit trails are exportable for internal affairs, prosecutors, and open-records response.

Model Governance

How the agents reason — and what they won't do.

Foundation Model

Every agent reasons on a frontier foundation model, accessed through AWS Bedrock. The model runs inside GovCloud. No consumer AI infrastructure. No third-party inference endpoints.

No Agent Acts Without Attribution

Every agent output carries the source data it reasoned from. A BOLO hit cites the camera, the plate, the dispatch channel. An investigations thread cites every record it pulled. Command staff can always see why an agent surfaced what it surfaced.

Human-in-the-Loop by Default

Agents surface intelligence and recommend actions. They don't dispatch units. They don't authorize warrants. They don't make legal or use-of-force determinations. The command view is an operator's tool; the operator acts.

Continuous Agent Refinement

Agents refine against your live data environment and your command staff's confirmed outcomes. Refinement logs are auditable. You can inspect — and roll back — any change to agent behavior.

No Training on Your Data by Third Parties

Your data is not used to train foundation models. Not the model provider's. Not anyone's. It stays inside your tenant boundary and is used solely to refine the agents that serve your agency.
